Elisa Tejedor has over 25 years of experience providing support to clients - the following show an overview of Selected Projects

Link21 aims to create a faster, more connected, equitable, and accessible network in Northern California. At the core of Link21 is a new train crossing between Oakland and San Francisco.

Elisa was the Business Case and Demand Lead for the Program for over 5 years and her role included

  • Developing passenger-focused alternatives integrated in the overall transportation network.

  • Assessing how different alternatives impact passenger experience, ridership and other economic benefits.

  • Building business case for transparent decision-making aligned with goals and objectives.

  • Integrating sustainability and equity into the evaluation.

  • Assessing Land Use impacts around new stations.

  • Engaging Stakeholders.

  • Developing decision-making processes, framework, roles and responsibilities.

The California High-Speed Rail will connect the megaregions of the state, contributing to economic development and a cleaner environment.

Elisa was a Commercial advisor to the Program, and her role included

  • Governance: Developing and implementing the Business Oversight Committee (BOC) that provides programatic strategy, procurement governance and commercial oversight.

  • Procurement and P3: Supporting Right of Way and Track and Systems procurement contracts.

  • Economics: assessing the economic and social impacts of California High Speed Rail investments.

Metrolinx, the transportation authority for the Greater Toronto and Hamilton Area, is working with the province and local transit partners towards integrating transit fares across the region, making transit more connected, affordable and convenient.

Elisa was the Project Director advising on fare integration strategies and their evaluation. Her role included:

  • Developing passenger-focused fare alternatives.

  • Assessing how different alternatives impact passenger experience, ridership and other benefits.

  • Building a business case for transparent decision-making in alignment with goals and objectives.

  • Engaging Stakeholder early to build consensus on the goals and objectives, as well as communicating insights and findings.

Metrolinx was the transportation authority responsible for the development of the Hurontario Mail LRT in Missisauga. Given the uncertainty with traditional funding, they wanted to analyze alternative funding methods

Elisa was the Project Director advising on alternative sources of funding

  • Developing Land Value Capture strategies, including TIF, development charges, increased density, etc.

  • Analyzing potential Land Value increases and the market appetite for residential and office development.

  • Engaging Stakeholders, including the City land use staff and private developers.

  • Conducting financial analysis.

  • Evaluating governance structures and policy implications.
